Who is it aimed at?
DTTOs are targeted at prolific offenders with drug dependencies.
How does it work?
Participants must follow an intensive, individually tailored treatment and supervision programme. This can involve education, training and group and individual counselling for drug problems. Participants are regularly tested for drugs and have regular meetings with specially trained magistrates who monitor their progress.
Does it work?
Of 70 per cent of offenders stealing twice a day or more - only two per cent were continuing with that behaviour by the end of the order. The same scheme has saved taxpayers in Essex an estimated £1 million in stolen goods. (Dr Lesley Cooper, Essex University October 2002)
