West Midlands Arrest Referral Scheme

Significant reductions in re-offending among those who receive advice.

Developed by the Dudley Community Safety Partnership with the support of Dudley Health Authority, Dudley MBC and West Midlands Police. The service started on 8th September 2001 and covers Sandwell, Dudley, Wolverhampton, Walsall and Solihull. It is delivered by the alcohol charity Aquarius with counsellors based in local Probation Offices, who receive referrals from Probation Service staff. The aim of the programme is to achieve a reduction in the risk of alcohol related re-offending by enabling offenders to establish links between their offending behaviour and their alcohol use. Offenders attend two one-hour sessions with Aquarius where they can agree an action plan designed to prevent or reduce the likelihood of re-offending due to alcohol.

A small-scale study has suggested that the scheme delivers significant reductions in re-offending among those who receive advice. Alcohol related offenders are often drinking very heavily at the time of the offence: A sample of 60 offenders participating in the Aquarius Probation Alcohol programmes were drinking between 20 - 490 units per week at the time of the offence with an individual average of 142 units per week. Aquarius offender alcohol programmes result in a significant reduction in drinking. On completion of the programme the 60 offenders referred to above were drinking between 0 - 300 units, an average of 32 units per week, an average reduction of 110 units per week per offender.
